Fujian is a key production area of bamboo in China, which is rich in bamboo resources and has a good foundation and conditions for the development of bamboo industry. The Fujian Provincial Government attaches great importance to the development of the bamboo industry and has issued a series of policies and measures to promote the high-quality development of the bamboo industry. It has achieved remarkable results in improving the management level of bamboo forests, improving the bamboo industry chain, transforming and upgrading traditional industries, building regional brands, and optimizing the entire industrial chain. However, there are also some problems in industrial development, such as weak competitiveness of some bamboo products, poor internal structure of the industry, and insufficient guarantee of industrial development factors.The first issue of the World Bamboo and Rattan Newsletter in 2024 pays special attention to the article on how to do a good job of "bamboo" in Fujian Province. It puts forward suggestions and measures to promote the high-quality development of bamboo industry in Fujian Province from the aspects of improving the management mechanism, doing a good job in deep processing of bamboo industry, optimizing the internal structure of the industry, helping the industry to improve quality and efficiency, and ensuring the elements of industrial development, so on.

Fujian provincial finance arranges no less than 0.1 billion yuan of subsidy funds for the development of bamboo industry every year. Nanping, Sanming, Longyan and other cities have issued policy documents to support the acceleration of the development of the bamboo industry to further promote the high-quality development of the bamboo industry.In 2022, the bamboo forest area in Fujian province will reach 1.23 million hm²The total output value of the bamboo industry reached 10.52 billion yuan, and the amount of foreign exchange earned from exports exceeded 1 billion US dollars. 1. Bamboo forest is rich in resources
Fujian is a key production area of bamboo in China, which is rich in bamboo resources and has a good foundation and conditions for the development of bamboo industry. Existing bamboo forest area 1.23 million hm², accounting for 14% of the total area of forest land in the province, ranking first in the country. Bamboo forest resources in Fujian Province are characterized by wide distribution, rich bamboo species and diverse uses.

　　1) Wide distribution.Except Xiamen and Pingtan, bamboo forests are distributed in other areas of Fujian Province. Among them, the area of bamboo forest in Nanping City is 435300 hm.²(Phyllostachys pubescens forest area 429300 hm²), accounting for 35% of the total area of bamboo forest in the province; the area of bamboo forest in Sanming City is 310700 hm²(Phyllostachys pubescens forest area 276700 hm²), accounting for 25% of the province; Longyan City has a bamboo forest area of 236700 hm²(Phyllostachys pubescens forest area 228000 hm²), 19% of the province.

　　2) Bamboo species are abundant.There are nearly 200 species of bamboo in Fujian Province, mainly including Phyllostachys pubescens, bamboo, green bamboo, bitter bamboo, thunder bamboo, tea straw bamboo, yellow sweet bamboo, etc., of which Phyllostachys pubescens forest covers an area of 1.134 million hm.²It accounts for 92% of the total area of bamboo forest.

　　3) Diverse uses.The bamboo resources in Fujian Province are mainly wood bamboo shoots with an area of 882000 hm.², accounting for 71.7 of the total area of bamboo forest; The area of bamboo for timber is 230000 hm.², accounting for 18.7; The edible bamboo area is 72700 hm², accounting for 6%; The area of other bamboos such as pulp bamboo and landscape bamboo is 45300 hm.², accounting for 4%. Bamboo products maintain a low carbon level or even a negative carbon footprint throughout their life cycle. In the context of the national "double carbon" strategy, the carbon absorption and carbon sequestration functions of bamboo are particularly valuable. 2, Zhushan management level to improve.
Through the implementation of the key county project of modern bamboo industry, the cultivation of bamboo forest is gradually refined, and the yield and benefit per unit area of bamboo forest in the demonstration base of high-yield bamboo forest in the project area are significantly improved. In 2022, the province will build a total of 64300km of bamboo forest roads and 539200 hm of high-yield bamboo forest.², accounting for 43.79 per cent of the province's bamboo forest area. Through the establishment of professional cooperatives, village collective recycling bidding and other forms of circulation of Zhushan, the allocation of bamboo forest management elements has been continuously optimized, the "bamboo ecological bank + cooperatives + farmers" model has been explored and innovated, the current situation of household and decentralized management in Zhushan has been changed, and the vitality of Zhushan management has been stimulated. There are 1,240 new bamboo business entities in the province, with a business area of more than 200000 hm.². Pay attention to the ecological transformation of bamboo forests and the food safety of bamboo shoots, strictly protect the scattered natural broad-leaved trees in Phyllostachys pubescens forests, advocate the mixed breeding of bamboo and broad-leaved trees, encourage the replanting and interplanting of broad-leaved trees, and implement the sustainable management of bamboo forests. The FSC forest certification area of bamboo forests in the whole province exceeds 200000 hm.²It provides sufficient raw materials for the high-quality development of the bamboo industry.

3, the industrial chain gradually improved
In 2022, the total output value of the bamboo industry in Fujian Province reached 105.2 billion yuan, and the amount of foreign exchange earned from exports exceeded 1 billion US dollars, ranking first in the country. There are more than 2,300 bamboo shoot processing enterprises of various types in the province, including nearly 400 bamboo shoot processing enterprises above designated size, more than 120 enterprises with an output value of more than 0.1 billion yuan, solving the employment of more than 300,000 workers, and driving more than 300 bamboo farmers Increase income and become rich. The upstream bamboo wire drawing, bamboo slices and bamboo relief, the middle bamboo veneer and heavy bamboo board, the downstream bamboo floor, bamboo furniture, bamboo handicrafts and bamboo leftovers have been formed to produce bamboo particleboard and activated carbon. In the annual production process, more than 4 million t of bamboo powder leftovers were recycled and used for processing and producing bamboo wood-based panels, bamboo charcoal and planting dictyophora, etc. The "three leftovers" such as bamboo powder, bamboo joints and bamboo tips were all "eaten dry and squeezed out". The heat energy generated by the "three leftovers" processing enterprises was supplied to the processing enterprises for recycling, with the resource utilization rate reaching 100, thus truly realizing the whole bamboo utilization.

4. Industrial transformation and upgrading
Through the implementation of the provincial financial special subsidy fund project for bamboo industry, the iterative upgrading of bamboo shoot processing industry has been promoted. Fujian bamboo shoot processing has moved from traditional bamboo wire drawing, bamboo strips and bamboo plywood to high-tech and high-value-added products such as restructured bamboo board, bamboo charcoal, bamboo furniture, bamboo craft (daily) products, bamboo fiber pulp and paper, bamboo shoot and bamboo food, bamboo chemical industry, etc. Bamboo furniture, bamboo kitchen utensils, bamboo integrated timber, bamboo flooring, bamboo charcoal, bamboo shoots processing in the forefront of the country. Among them, "Huayu Group" in Jian'ou City is the largest supplier of bamboo floor board embryos in the country, "Yuanli Stock" in Yanping District of Nanping City is the largest activated carbon manufacturer in the world, "Furen Group" in Shaowu City is the largest bamboo density board manufacturer in the country, and Yongqing Bamboo and Wood Industry Development Co., Ltd. in Bayi Village, Xiaotao Town, Yong'an City is the largest bamboo and wood composite container floor manufacturer in the country, fujian Zhuang He Technology Co., Ltd. is the country's largest supplier of outdoor heavy bamboo flooring. A number of bamboo industrial parks have been built, including the National Yongan Forest and Bamboo Industry Demonstration Park, Jianou Bamboo City, Jianyang Bamboo Circular Economy Industrial Park, Zhenghe China Bamboo Craft City, Zhangping Outdoor Wood and Bamboo Products Industrial Demonstration Park, Changting County Fujian-Jiangxi Bamboo Products Deep Processing Circular Industrial Park, Liancheng Pengkou Wood and Bamboo Processing Industrial Park, etc.

5, the regional brand effect is beginning to show.
Six counties (cities and districts), including Jianou, Yong'an, Shaxian, Shunchang, Wuyishan and Youxi, were rated as "hometown of bamboo in China". Five counties (cities and districts), including Jianyang, Guangze, Zhangping, Fu'an and Shaowu, were rated as "Bamboo Township with Chinese characteristics". Nanping City was awarded "National Bamboo Industry High-quality Development demonstration City" and "China Bamboo Machinery Industry Base", jian'ou City was awarded "China Bamboo Shoots City" and "China Bamboo Shoots Capital", Yong'an City was identified as "China Bamboo Industry Science and Technology Demonstration Park", and Zhenghe County was awarded "China Bamboo Craft City". Cultivate and form a number of characteristic bamboo industry agglomeration areas. Nanping is the largest bamboo charcoal manufacturing base in China, with an annual bamboo charcoal processing capacity of 500000 t, accounting for about 60% of the country's total. The production capacity of political and bamboo tea sets accounts for 60% of the country's total, making it the largest bamboo tea set production base in the country. Shaowu's bamboo chopsticks production accounts for about 50% of the country's total and bamboo spoons 80% of the country's total; jianou is the world's largest winter and spring bamboo shoot trading market, with boiled bamboo shoots accounting for 30% of the world's production capacity and hand-peeled bamboo shoots accounting for 30% of the country's production capacity. Yongan is the largest bamboo plywood production base in the country and one of the main production places of bamboo container floors in the country and even in the world.

6. The effect of innovation and integration is obvious
Promote the integrated development of the primary, secondary and tertiary industries of the bamboo industry, and accelerate the optimization and upgrading of the entire industrial chain. Actively connect with scientific research institutions to tackle key bamboo shoots and new product research and development, the Wuyi Research Base of the International Bamboo and Rattan Center and the Provincial Bamboo and Wood Industry Industrial Design and Research Institute settled in Nanping, and the Yongan Bamboo Industry Research Institute was established in Yongan 10 years ago and achieved good operation. Establish a bamboo industry experience base integrating bamboo product experience and bamboo culture display, such as Zhenghe County Tea and Bamboo Tour Culture Street and Shaowu Cube established, we have successfully built e-commerce trading and information exchange platforms and shared employment platforms for bamboo industry such as Shaowu "E-Zhizhu Network" and Yongan "Bamboo Master. Yongan, Shaowu and Zhenghe have held international bamboo product design competitions such as "Bamboo World Cup", "Zhang Sanfeng Cup" and "Zhenghe Cup" for many years, collecting more than 44600 creative works at home and abroad, and further building an international innovation system with bamboo enterprises as the main body. A number of bamboo forest carbon sequestration projects were planned, and the country's first bamboo forest carbon sequestration project was reached at the Fujian Strait Equity Trading Center, with a transaction volume of 1.242 million yuan. Innovate carbon sink trading models such as "carbon sink + finance", "carbon sink + justice" and "carbon sink + conference" to help achieve the goal of "carbon peak and carbon neutrality. Problems in the Development of Bamboo Industry
 

In recent years, although the bamboo industry in Fujian Province has achieved good development, there are still many difficulties and problems, which are highlighted in the following aspects.

1, part of the bamboo forest management efficiency is not high
In some areas, the investment in bamboo industry infrastructure is insufficient, the highway grade of bamboo forest area is low, and the production supporting infrastructure is weak. With the outflow of rural labor force and the increasing labor cost, the management efficiency of bamboo forest is not high, which leads to the increase of bamboo forest management in some places.

2. Some bamboo products are not competitive
Bamboo processing enterprises are generally small in scale, the homogenization of bamboo enterprises is more serious, some bamboo enterprises have a low degree of mechanization, intelligence, and informatization, and insufficient investment in research and development of new products and new technologies, resulting in low added value and competitiveness of some products. Not strong.

3, the internal structure of the bamboo industry is not excellent.
From the perspective of the internal structure of the bamboo industry, the primary industry accounts for 23.1, the secondary industry accounts for 68, the tertiary industry accounts for only 8.9, and the tertiary industry accounts for a low proportion.

4, bamboo industry development factors are not enough to protect
In some places, the enthusiasm for the development of bamboo industry is not high, the policy support is less, and the existing industrial support policies have high threshold and difficult implementation for the deep processing of bamboo shoots and bamboo. Some local industries have few trading platforms, high logistics costs, lack of exhibition and sales platforms, and insufficient upstream and downstream supporting enterprises. The expansion of enterprises, plant expansion (repair), bamboo mountain decomposition points and primary processing of small and micro parks are seriously restricted, and there is a large shortage of technical personnel engaged in the bamboo industry.

Suggested Measures to Promote the High Quality Development of Bamboo Industry
 

At present, the slowdown of global economic growth has brought severe challenges to the development of bamboo industry in Fujian Province. At the same time, the implementation of the strategy of "replacing plastic with bamboo" and "double carbon" has also brought favorable opportunities for the development of bamboo industry in Fujian Province. In the face of challenges and opportunities, we must foster strengths and avoid weaknesses, seek advantages and avoid disadvantages, seize opportunities, meet challenges, and promote the high-quality development of the bamboo industry. To this end, the following proposed measures.

1, highlight the deepening of forest reform, improve and improve the management mechanism.

In view of the continuous outflow of rural labor in Fujian Province, the management of bamboo forests in some places is not in place, or even abandoned, the promotion of bamboo forest circulation should be included in the important content of deepening the reform of collective forest rights system in Fujian Province, and actively innovate the bamboo forest production and cultivation mechanism.

3. Highlight the development of the tertiary industry and optimize the internal structure of the industry.
